Italian Bureaucracy for The New Student in Pavia | Useful Information
Ciao Friends!
If you read this, you probably guaranteed yourself a place in the university of Pavia.
However, as a foreigner you have to deal with quite a lot of Italian bureaucracy.
In this page, we will try to shed some light on the different bureaucratic steps you must do,
and in later posts we will go into much more details.
Of course, as a new student that is not familiar with the Italian language, Italian bureaucracy and the city of Pavia, we highly recommend to use a service offered to help you with all the step that will be discussed in details below: Permit of stay, EDiSU, Codice fiscale, ASL insurance, university registration, finding an apartment, contracts with internet, electricity, water and gas companies, applying for residency (residenza) and so forth.
These services are designed to make sure you don't miss any deadline, and most important to make your life easier and stress-free.
Permit of Stay (permesso di soggiorno)
The permit of stay is a must have document for every non-EU student. It allows you to stay and travel freely in Europe, which otherwise, without this card, you can't.
It is a long process that takes several months that starts by gathering and completing a set of documents, and sending it via the post office to the Italian government (after paying the appropriate taxes). Then, you will be summoned in a specific date to the "Questura di Pavia"in order to give your fingerprints and other documents. Several months later you will go again to the same place to collect your permit of stay.
EDiSU
The EDiSU is a local office in Pavia that gather all your translated data (documents) and later decide how much would you pay (tuition fee) and what, if any, scholarships you are eligible to.
This is a very important office to know with very clear deadlines to follow.
Codice Fiscale
This is your Italian fiscal code, you must have one.
There is an office where should go, give the appropriate documents and receive a confirmation letter with your new fiscal code. Later, a card with your codice fiscale will be sent to your house's address in Pavia.
ASL insurance
For the permit of stay, and more important, for your safety you must have a valid insurance.
Of course you can have your own insurance issued in your country, however, think of the benefits of having an Italian insurance (when you live in Italy), as well as an insurance that the different offices already familiar with. To acquire this insurance you must follow two steps, both in the post office and then in the ASL building itself.
Applying for Residency
This is also an important step that you must be done with within the first year in Italy.
This process takes some documents and tax payments in the post office. At the end of this process
a police officer will come to your house to make sure you actually live in it, and couple of weeks later you will be able to go to the main office and claim your Italian ID card as a resident of Pavia.
